Does anyone have tips for an Oscar-winner costume for a preteen?

My daughter is in seventh grade, but a little short for her age. She has the idea of going as an Oscar winner, holding a fake Oscar and have a long gown with dripping mascara, as though she were crying. Any tips on how I can make a decent costume for her? I need a good dress and maybe a wig. Share your ideas! We want to be over the top. Thank you!
